I cant activate my prepaid iphone

Ok, so I attempted entering all 9's as my SSN in itunes to get a prepaid iphone, but AT&T accepted my SSN and put me under a postpaid plan. I called and explained the situation and had them cancel the account. Now my question is, why isn't 999-99-9999 working for me? Is there something I'm leaving out?
BTW, if it helps I'm running the latest version of itunes and the iphone firmware (unhacked)
