how to set mp3 ringtones in MOTORAZR V3xx

it would be a great help if any one could tell me how to set mp3 ringtones on v3xx
and secondly i have a usb cable for my mobile but when ever i connect the usb to mobile it starts charging but i cant acess my phone from my computer
i cant do anything please help 
i cant data transfer i cant open the dam file on pc 
it asks for the cd but i dint got the cd with v3xx 
i am using vista
i will appreciate your help 
if you know any software please tell me with the site
