I just bought an HTC 8125 from a chump on ebay, who took weeks to finally send it. When I finally got it and put in my SIM, it said the network was locked.

Did he not actually get the phone unlocked like he said, or is there something else I may need to do?

The phone's locked up. Fortunately for you, it is not that hard to unlock. If I were you though, I'd file a dispute on Ebay. There is no reason to have to wait for your product and on top of that, it was not as described!

Could I unlock it myself, or would I have to go through some other company to do it?

I'm going to start looking into the dispute path right now though.
