Logic Behind Tower Picking?

Maybe this is an AT&T thing, maybe this is an iPhone thing. I noticed something very odd with what seems to be the logic with tower picking. This Thanksgiving I went to my parent's house. My father has a cell phone booster in the basement (where his office is) so that he can use his business cell phone down there, otherwise without the booster (a ZBoost, I believe) there is no signal in the basement.

At any rate.... when in the first floor of the house, my iPhone, and even a few other AT&T phones in the family, will show 2 bars of service, even when standing right above the booster, and audio sounds pretty poor (presumably its going direct to the nearest tower... which is some distance). However, sometimes the phones will show 5 full bars (presumably going to the booster) and things sound fine.

Why when there is a completely suitable -70dB signal right below my feet, is the phone going to a -92dB signal on a tower 2 miles away?

I have been experiencing the same thing! I actually unpulugged my Wi-Ex box, Ive found that with few bars in my house im better off then with the "full signal" that suddenly drops, that in turn drops the call....
.....anyone know why this is?
