Unlocking web sessions

Via P2k and XV132 I have change the web sessions from 01 05 00 to 01 04 00 and also changed the attribute to 70004. All appeared OK, however, the web session is still locked on T.Mobile.
There was no offsets of 03 05 00, so I had to change the one above.
Anyone have any ideas?
