Tilt and Bluetooth problem

So this is my problem. Until this week I didn't really use bluetooth. I don't have a headset yet and keep BT turned off to conserve battery. But I have been trying to use it to send/receive some ringtones.
Now I can send them just fine, but haven't been able to receive anything from any type of phone EXCEPT a WM device.
So I talked with a ATT tech rep who of course says they don't handle BT issues and said I would need to talk to HTC tech reps. No problem, they connected me right over. HTC knew exactly what I was talking about. The guy said it had to do with the BT spec and that because of the different specs (1.0, 1.2, 2.0) that many phones (roughly 95% of the phones in the US) couldn't connect via BT to me. He urged me to go to the local ATT wireless store to try it with another WM device to make sure it wasn't my phone.
Tried it tonight and sure enough it works fine. Tried it against a Razor, N95, SE, Samsung, all said "device not supported". The only ones that worked were the trieos, BJ, pantec, and the tilt. Basically about 95% of the phones sold in the US I can't connect to though.
Does ANYONE know how pissed off I am right now?!?!? I have been looking through forum after forum and I haven't seen anything about this.

Sorry, but the only devices I have access to are WM based. The two things I sometimes forget to do when receiving bluetooth files are: making my phone "Discoverable", and check the box "Receive Incoming Beams".
I do remember on my 8125/8525 not being able to do any BT transfer with a Samsung phone, but could on a Sony. I do believe when we paired the devices, when you get the list of services to use with that device, the choices were different - which meant the Samsung BT protocol was not adequate.
