Unlocked BB Pearl questions. Please help

I just got a unlocked Pearl from ebay, it was new. It says T mobile on the phone, but it suppose to be unlocked. I can make/receive calls and messages. The problem that I have is there is no way for me to set up voicemail or call forwarding. The options are not anywhere. Anyone know how to fix this?

I have ATT service.
