very unreliable network connection with my Moto q9 Global recently

First, I have multiple phones that I use for data connection (iphone/bb curve/v3xx/moto q9 global).

I live in very strong 3G areas (primarily home is in Wash DC area) but I travel a lot (mainly to Orlando on a weekly basis these days)

For the past week, I've noticed that only my motorola q9 has numerous unable to connect to internet messages when I attempt to open up either the opera/ie browser. Since I do not have data, my google maps/ms live maps do not function without data connection. I have to power the phone on/off a few times before I'm able to get back onto a wap webpage via opera.

However, when I slip my SIM card back to my moto V3xx or iphone or even blackberry, my internet connection works perfectly.

I have the $19.99 media max plan. I have heard their are rumors that ATT/Cingular do random audits for people using smartphones with the 19.99 plan. Could I be one of those people. I do not use crazy data (I probably average between 100MB-300MB a month). I rarely do any tethering except when I'm at Wash Dulles Airport since they do not have free Wi-Fi.

My Cellular Video has stopped working within the past week on my Moto q9. It worked perfectly for the first 3 weeks I had it. Cellular Video works fine on my Moto V3xx.

So is it because of my 19.99 plan? I've had the 19.99 plan for over a year and never had any problem with data connection....it's just my Moto Q9's data connections problems that I'm having the last week that makes me worry that ATT is playing games with me by randomly blocking my internet access because I'm using the wrong plan for my smartphone.

I talked to AT&T Tech Support because I wanted to re-register the IMEI of my new BJII and was told they had nationwide data network problems the last few days. Don't know if that explains anything though. If the problems persist I would exchange it.
