Unlocked fido phone not working...

Hi,

MY friend just got his Nokia 6670 (fido) unlocked at a place in Montreal. He bought a Proximus sim card in Belgium and he's getting an error message: access denied. Does this usually mean that his phone wasn't really unlocked?

They don't normally say that, it would say something like "SIM rejected". Maybe they entered the code wrong too many times and is now permanently locked to FIDO's network.
