Make sure that the number of your service center is set. The number is supplied by your service provider and is usually saved on the SmartChip or you can add the number yourself.
To set a service center number
1>Messaging>Settings>Text Message>Service Center.
If the service center number is saved on the SmartChip it is shown in the list.
2 If there is no number in the list>New ServiceCenter and enter the number, including the international “+” sign and country/region code>Save.
Existing and New AT&T wireless services customers
The common message center number provisioned on all AT&T SIM cards nationally is +13123149810. Multiple Message Center Numbers are available for each region; however, each will function the same regardless of what is chosen. If there are problems using the national message center number, please contact AT&T Customer Service for wireless customers for an alternate number.
Former AT&T Wireless Customers
All former AT&T Wireless Customers use +19703769301 nationally.
Regarding the settings, besides the message center number (you are using the correct one for a "Blue" SIM) the other thing to check is that your phone is set to use GSM for SMS (not GPRS). On my W580i it is in "settings/connectivity/data communication/SMS access". It should be set to "circuit switched".
