When I used/evaluated CallFilter, it would do this.

You can specify outgoing rules as well as incoming rules in CallFilter. The only thing is that anyone who knows this can easily just go into CallFilter and disable the outgoing call rule that you set up since I don't recall that it had any password protection. I had used it so that if the outgoing call did not start with the 2 local area codes for my area, the call would be ignored and would not be completed.

I just used that program that lets you hide the unwanted icons and hide callfilter and it works fine

i have an option to password protect callfilter and I hide it so my girl cant get into it
