AT&T Network doesn't support SMS containing Chinese character?

I have a regular iphone (not unlocked). When my parents send me a SMS containing Chinese character, it appeared that the SMS never reaches my phone; although on the sender's side everything looked fine, and English SMS turned out to be fine.

So I called AT&T and asked them about the missing SMS, and their answer is that AT&T's network ONLY supports English and Spanish. IS that true?

My mom is visiting us from China. Her mobile, a Chinese one, is roaming on T-Mobile's network. She could receive and send Chinese SMS w/o any problem.

"IDK my BFF Jill" is neither English nor Spanish.

It's not that it only supports English & Spanish ( @ them for saying that) but it probably just supports the Latin alphabet.
