My family from NY are here, and I was showing my cousin my VZW Razr, and showing her what I've done with it.
She has a Sanyo SCP-3100 from Sprint and wants me to try to put ringtones on it. She doesn't own the data cable for it.
I'm trying to think if there are other ways to get ringtones on it. I know with VZW theres the email ringtone to the phone. I don't know if Sprint does that though.
Thanks for any help!

Easiest way is to send them over-the-air. If she does not have a Vision plan on the phone she will incur casual data usage charges at $0.03 per kilobyte. There are a number of upload tools out there, including http://www.sprintusers.com/focus
The Sanyo 3100 supports ringers in the Qualcomm QCELP (*.qcp) format. Google for "Qualcomm PureVoice Converter" to convert from waveform audio (*.wav) to QCELP.

I think you can use BitPim or P2K for that.
