i am not sure if i understood correctly or not...but when the new firmware is actually launched is it that you will ruin the iphone if you downgrade after or is it ruined if u currently have it unlocked...i know it is still not concrete as to what the new firmware has to offer but there are alot of ideas being thrown out there as of now so maybe someone else has an idea...thanks!!!

You're trying to fish for answers that nobody can provide at this point. In fact, nobody actually knows whether firmware version 1.1.3 will be released at all. It could have just been an interim internal non-public built, while Apple is waiting to release 1.2.0 after MacWorld. Again, nobody really knows what's next, much less what implications there will be for hacked iPhones. Wait until the new firmware is released and then there'll be plenty of threads to discuss everything you're worried about.
