is this phone really unlocked?

I just got a Dopod C730 when i was on holiday in Malaysia and whenever the phone is turned off or rebooted it asks for a network and only shows me South east asian ones. The phone is sim unlocked and i have my rogers card in it. However, i connect via an asian carrier to get to rogers. Is the phone basically International 24/7?

It sounds like your phone is roaming off some Malaysian networks or something, and the phone is probably asking you whether you would like to select a network to roam on. Whether a phone is unlocked is different to whether it can roam on other networks. Roaming on other networks allows you to use the phone similar to how you use it at home, providing Rogers has roaming agreements with whichever carrier you choose to roam on (provided you have roaming activated with your Rogers account, there is usually at least 1 carrier in most country you can usually roam with).
To test if the phone is unlocked, the best way is just to try a SIM card that is not issued by Rogers. If you're in Malaysia, just try one of the local ones like Maxis or something..... whatever is available, or borrow a friends phone and take the SIM out of that to try. This is the easiest way.

no, im back in canada with my phone. and i am unable to connect to rogers directly from the phone. however in the network setup i can only see SE asian countries and providers, which then i am able to connect to rogers with my rogers sim card in.

ahh, I see.
I think your best bet would be to post in the HTC forum (http://www.howardforums.com/forumdisplay.php?f=157) -as Dopod is a brand by HTC, I think the folks in that forum would be able to answer your question better. I'm not clued up on HTC devices I'm afraid. Post with a similar title and similar question is my advice.
