Is it safe to assume that this is a 1.1.2OTB phone? What I've read is 1.1.2OTB with 4.06 bootloader cannot be unlocked. What about this 1.1.2OTB with 4.02.13_G?

You can jailbreak your phone but can't unlock it. To use the phone feature you need stealthsim or turbo sim etc.

04.02.13_g is just the baseband, not the actual bootloader itself.
and i'm pretty sure this baseband WILL have 4.06 bootloader
