Windows Mobile 6 / BJ / BJ2 question

I have the pantech duo, and BJ1. On my bj 1, I can get in and copy and paste the internet sharing app OR the internet sharing app shortcut (either one) to my start folder.
On the pantech, I unlocked the phone so I could browse all files. Using the computer, I can copy and past the shortcut ISF to the start folder, but as soon as it is run it disappears. I can't move the actual ISF file, it says "not allowed".
What the heck is going on here?
