iPhone unlocked GSM (horrible echo)

ok, I am posting this for a coworker, he is a noob. I unlocked the phone though.
Version: 1.0.2
Modem Firmware: 3.14.08_G
ok, I've put this off basically since he bought the phone, but I told him I'd do it. Pretty much, as a phone, this iPhone is nearly unusable. Whoever he is talking to on the other end can hear themselves echo with like a .5 sec delay. This does not effect him using the phone, but whoever calls him. Any ideas? Yes I know I should bring this phone a little up to date, but I'm lazy. Will this fix it?

Who does he have service with? I had no problems with echoing with the 3 iphones I had before.
