AFAIK, there isn't a way to just stop the data connection and have phone access. You can check at blackberryforums.com too.

I'm sure that is part of the selling point RIM uses - if the phone is on it gets email. Since employees will tend to always have their phones with them, they'll be inclined to look at the email when they hear it arrive. Probably why they don't offer profiles that can be scheduled so you don't get an email alert after hours.

There's an option to turn off data services on certain models/OS's. You should be able to have your carrier turn off data provisioning as well.
