why very little SE development for Softbank?

does anyone have any inside information on why SE does not develop fons for use with Softbank? There has been 2 so far (if we count the Vodafone precursor of Softbank).
i really want SE interface and text capabilities combined with advanced features such as contactless payment used in Japan.

like this, most likey the phones are locked down to SOFTBANK. Dont think you can use all functions even with PSS sim.
