HTC 8125 Press Send to Restore

I have a Cingular/ATT branded HTC 8125. I have reason to believe it was dropped in water, or atleast come into contact with water to turn the pad inside pink. It is a business phone and was returned to me 'not working'.
When its powered up it will only display a black screen with text stating 'Press Send to restore factory default, Other keys to quit'. The device does not respond to any key presses. I cannot get into the bootloader. Is there any way to recover this device?
