Noobie trying to unlock

Hey, I have a 4gb 1.0.2, and was wondering if its best to upgrade to 1.1.3 first and then unlock or just try to unlock it as a 1.0.2. Also, I tried to downlaod ZiPhone but it says I don't have some .net Framework or something..just wondering what this is/where I download it. Thanks!
