3G additions outside of Birmingham

Today I noticed that my phone was fluctuating between G and E and I noticed I am getting 3G very close to my house. It seem's to maybe be activated on the second closest tower to my house because at the top of my road (Rual area) I get full GSM and very very weak 1 bar 3G signal if I lock my phone to 3G. Maybe that's due to either it's running on 1900mhz or it's not the tower close to my house. When can I expect there to be 850mhz 3G or the rest of the towers in the area becoming 3G. I am in West Jefferson County, Alabama. My house in the city in Hoover had 3G. Not here, it's slow EDGE.
Also is there any way to tell what tower location I am picking up off of through my LG CU400 like you can on Nextel. Thanks
