Has anyone seen a refurbished 4GB iPhone on Apple's site lately? Is it safe to assume that one will not likely not appear? The prices for them on eBay are ridiculous, and I was hoping to catch one on Apple's website.

Yeah that's true... and most likely you'll have a refurbed shortly after you have your phone. I had to take my last one to the apple store with in about 2 months for a battery issue.

My wife wants the 4gb model as well, I told her we would watch the site until the end of the month & if they didn't have it I'll get her the 8gb.

To the OP:
4GB have become very hard to find lately and I agree, the prices on ebay are beyond idiotic...but that's ebay. However, chances of 4GB returning to Apple are slim to none as they seem to be keeping the ones they have for swaps.

how would you go about doing that , buy the 16 gb and activate it with the sim from the 8gb i allready have and then put the new sim in the 8gb ?

Just download Ziphone and one click unlock, bypass activation, jailbreak. Then you just pop in your sim and use.
