Samsung ACE: newbie questions

I'm trying to figure out what the Sound Profiles are for and what they do. The user guide is useless in terms of explanation. Specifically, I'd like to know the difference between Normal and Outside.
Second, I find that the phone automatically defaults to a quiet ring, then increasing volume as it rings the second time. I really want it to always ring at the same volume - whatever I set it at - and cannot figure out how to do this. It is not in the standard Settings> Sounds> Ring Tone menu.
Any help you may have is greatly appreciated!
