Does anyone know of freeware that will allow me to combine subtitle files and video files into one file and convert it to 3gp at the same time?

If not, any advise on how to do this would be appreciated.

For conversions you can use something like SUPER, while for subtitles you'd probably need something more of an encoding piece of software like VirtualDub or something related (SUPER might work for some of that as well).

Do you know of any other way to get subtitled movies onto your phone from personal DVD's?

I've had the best luck with winmenc 0.60+(freeware, and fairly fast) which supports subtitles then download some kind of 3g converter program to convert your media file to 3g format. OR, if you can afford it you can go dvdidle.com and get DVDFab Platinum. I HIGHLY recommend using the second choice. I found it WELL worth the money as it not only allows me to backup my movie collection, it can convert whole movies to pretty much any mobile device. I did a few, and they didn't come out all too bad. Hope this helps ya out
