i could install the jar file but when i try to run the application it says is i want to srat the MIDLET. i click yes and it says that MIDLET APPLICATION COULD NOT BE STARTED

I take it you have a proper midlet manager installed? jar files will install without a midlet manager I believe (or at least some will) but I'm not sure that they will run very well. The Kaiser doesn't come with one off the shelf so you need to install it
