She hit it basically on the nose. The dev key doesn't "unlock" it per se. Just opens up the OS so that you can add your own apps and ringtones. And most newbies aren't quite sure the meaning behind the dev key as they just wanna put their own rap ringtones on their kick, as if there isn't enough in the catalog. It's just people being cheap. In the days of the SK2 getting a dev key was easy. All you had to do was submit a form and you got one. Now you have to be highly involved and a decent software engineer.
