Need wifi phone

Yeah, I'm looking to get a new phone that i can browse the internet on.
ALL the services are super expensive besides tmobile and that doesnt work in my area i guess. (the unlimited web browsing plans)
so i was wondering if there is any phone that can just use wifi, or just a phone that has really cheap unlimited web plans.
