NEC N83 Red

I have an NEC N83 Red, made specialty for Mashyah Co, and I am an AT&T user. The GPRS is not picking up and I do not know the new network code for AT&T (USA).
My SIM Card registers and my personal info (names, numbers, etc...) comes up, but I cannot dial out or receive any calls. Please help
