Kyocera KX414 Signal

For some reason, on the Kyocera KX414 the signal goes in and out. There might be good signal outside but it goes down a lot inside. There can be 4 bars outside and it might do down to 0 bars in a few seconds. The signal is weird. Is this the Kyocera KX414 doing this or Verizon Wireless? If I get a Samsung phone will it do this on Verizon's network?
Edit: I just went out, and the signal is horrible!
It had full signal facing towers and no bars the other way! 
It even said call failed when it was facing the one way. I hope it is just this phone. I don't remember it being like this with other Verizon Wireless phones. If I get the Samsung U410 do you think it will be better?
