I'm one of them lucky grandfathered people I got it activated a certain Friday, the ban was established 4 days later, on a Tuesday. I was so happy lol

I think you can activate on prepaid but just not add the browser

That's not what I heard. I think you're not allowed to activate the Touch on prepaid, period. Maybe someone who works @ Bell can confirm this?

l know someone also. Stupid Bell cretins can't authenticate the browser & the service is FREE!!

I have been using my Touch on prepaid from the very first day I bought it.

Only use it for multimedia purposes: gmail account, internet reading and - most important to me - quite a lot of daily audio streaming.

Very satisfied with it so far (I might be more mixed up if I had to use it as a phone too).
Very convenient as well since I use my bluetooth device which is paired with both the Touch and my Samsung 920. Each of them are doing their part of the job.

Do not intend changing whatsoever to how I am using them.

Implementation of Excessive Use Policy

Description
Bell is experiencing excessive use on Email and Internet Unlimited data plans by a small number of clients. These clients on HTC Touch and other data devices are using much more of the wireless data network than what Bell Mobility considers normal use.

The issue with excessive use is that it ties up the network resources. This has a direct and adverse impact on the client’s experience. Our goal is to provide a competitive service to the broadest number of clients at a competitive price. Excessive use impedes our ability to deliver the service, and affects all users who use the service in a normal manner.

Therefore, Bell is applying its excessive use policy against excessive users on unlimited data plans.

Policy
Advising our clients on what constitutes excessive use when they subscribed

When new clients sign up with Bell Mobility, they are provided a copy of the Terms of Service.

In the agreement terms of service, Use of Service clause in section 19, it specifically outlines ways in which the service is not to be used. Each client who will be contacted about their excessive use was provided with these terms of service when they subscribed.

Process
Letters, SMS and VTM are being sent out by December 14th, to approximately:

• 35 postpaid clients on an unlimited data plan, advising them of their excessive usage, and

• 30 prepaid clients using tethered data service, which is not a service that is currently offered on prepaid service.

Procedure
Clients will be asked to call the Loyalty department at 1 888 457-7304.

If Client Care Representatives receive a call from these clients, they should transfer the call to the following contact persons:



Benefits
By applying its excessive use policy against excessive users on unlimited data plans, Bell is aiming to deliver a more positive client experience and free the network resources in order to provide a competitive service to its clients at a competitive price.

Action required
For the clients impacted, the following action is required:

Postpaid SOC:

• reduce usage to normal levels, or

• call the Loyalty Queue by December 14th, to change their plan or to deactivate on December 15th.

Prepaid SOC:

• migrate to postpaid service, or

• have their tethered data service blocked on December 15th.

What do we consider normal use?
We consider normal use to include, for example, web surfing, email, Instant Messaging, music downloads, and corporate network access. These types of activities on a daily basis are considered examples of normal use.

We consider excessive use to include, for example, web broadcasting, file sharing services, streaming video for the purpose of surveillance, and operating an email, web, news, chat or other online services.

What is the issue with Prepaid clients?
We have uncovered several Prepaid users who are accessing tethered data services on Bell Mobility’s network. This feature is not available to clients on prepaid accounts. In order to use this service, the client must subscribe to a Postpaid data plan.

How did Prepaid clients get access to the tethered data service in the first place?
The tethered data service was provided to the prepaid clients in error. The service is not being billed to prepaid clients.
