i cant enter into EPST

i'm at this part of the flashing and when i dial ##778 i hear a recording saying that my account cannot be validated.
"After that soft reset your phone. After it reboots go to the Dail Screen and dail ##778 Talk and it will enter you in EPST. Go to Edit and enter your SPC. Note Again that if your SPC is all Zeros then enter 0 six times if not enter your 6 digit SPC code. Also if your SPC code is all 0’s then just skip to the PRL load part and just dail *228"
