Audacity stretches out song when changing project rate to 1600

Hi, I am following the directions for making a ringtone with Audacity. Everytime I get to the step of changing the rate from 44100 to 16000 the file gets stretched out and plays in very slow motion. I am using an mp3 that I ripped from a cd.
My kids think I can do anything on the computer! It is the only place they still think I know anything so PLEASE Help
