Looking for recomedations on a new Phone/PDA (NorCal/SoCal Coverage Area)

I've been tasked to find a new phone solution that will allow our supervisors office staff to get and send emails from the field.
The list of features I've compiled thus far are:- Keyboard with Single Keys (not having to press the 2 key 3x to get the letter "C")
- Win CE 6.1
- POP3 Mail (send and receive)
- Touch Screen
- Wifi B/G
- Bluetooth
- Camera 1~3 mp
- Expandable memory/slot SD, ect.
- The possibility of pairing to the phone and using it as a data connection for a laptop.
So far my searching is the AT+T "Tilt" and it's Verizon cousin by HTC
Presently we have Nextel and the coverage can really suck...so I'm not too tempted to go with Nextel or Sprint for a data capable device.

If tethering is important the Tilt's HSDPA will blow Verizon's EVDO out of the water when in a 3G coverage area. it's exactly 2.7692307692307692307692307692308 times faster when both are operating at their highest speed. (1.3 Mbps for EVDO, 3.6 Mbps for HSDPA, 7.2 Mbps in the future)

nice phone but personally i like the touch better but it has no physical keyboard so i dont know if it fits your criteria

dont forget that with ATT you can talk on the phone and use data at the same time, unlike EVDO (well the call will interrupt the data session i think). so at least you wont miss any calls if you are on HSDPA.
