Q9C Charging Meter

My phone started up with some strange behavior last night. I would plug it in to the wall charger, and nothing would happen. The battery does not (seemingly) charge. To get it to recognize that it should be charging, I have to power cycle the thing. Any ideas on how to go about fixing this?
