Don't bother buying any unlocked V9's unless they're from Rogers in Canada. The reason for this: The ONLY other 3G-capable carrier that the V9 is made for that uses 850/1900 is Rogers in Canada. The rest of the unlocked V9's use 2100 and at that point, you'd be better off just buying a V8 unlocked.
