Another Bootloader & Baseband Question

I'm trying to see if the whole jailbreak, unlock & activation process via iLiberty is corrupt or if I truly have a "hardware" issue with my iPhone. My scenario is not different from many:
1) needed to use 2 phones---one for work that receives Exchange email & one for play (iphone). Need data on both.
2) Have standard MediaMax unlimited bundle with ATT
3) After jailbreak, etc. phone is at
Firmware 1.1.4
Baseband 4.04.05_G
Bootload: 3.9_M3S2
Is this correct? I've seen reference to the bootloader 3.9.FB??? Not sure I have the correct version. The whole jailbreak thing is a blur to me as I thought I selected everything recommended and thought I knew enough to proceed.
I have been successful downloading new programs, etc. everything seems to work ok except Phone Quality. Meaning people say they hear themselves echo when talking to me...today I did a reset & now I hear myself echo.
Before going thru a million posts to figure out how to "virginize" my phone & bring back to the Apple Store to have them check...which I have read mixed reports on how they handled customers with "non-legit" plans/activation thru ATT, I thought I would check if maybe the issue is due to a software conflict.
I will do the searching to correctly restore, & re-jailbreak etc if someone can give me some direction on whether it is viable that this could be the root cause of my phone issue? There are a million posts on the steps needed to do this....If someone else has had similar issues & success with re-doing everything I'm a little more confident to proceed.
What exactly does "reflashing" the baseband do???
If I have to "start" over in essence I assume then I have to re-do everything I have added, etc.?
