Where is the "Life Timer" or "Service Menu"?

I just picked up a Razr2 V9 that was supposed to be new however, when I saw that the battery pull-tab was missing, I became a little bit suspect.
I have been searching for hours and reading different posts but I can't seem to figure out how to either get to the "Service Menu" or how to see the actual "Life Timer" of the phone.
Any help would be greatly appreciated.
