It really depends on the provider. Most of the CDMA providers like Verizon and Sprint, disable the OBEX profile in Bluetooth, which would prevent you from doing that. The GSM providers like T-Mobile and AT&T however, usually do not.

That should help you. If you can, try syncing the phones via Bluetooth, and trying to send it. Remember to put both phones in discoverable mode.

Also, ringtones purchased from a provider are usually "locked" to prevent them from being shared. these can be unlocked with the proper software so that they can be transferred.
