how do i install tcpmp

i have been trying to install tcpmp on my htc o3050 with no luck can anyone give me some install instructions

I'm not familar with that phone but on my Dash/S620, you put the cab file on the phone via active sync and then from the phone,go to file explorer, click the cab file and install.
