1. Is it possible to reinstall the operating system on this phone. I have too many icons missing
2. I am on ATT with an iPhone. Can I transfer the SIM card to the 8310 and "be in business".

What icons are missing? Some icons only appear with the service books properly in place and an OS reinstall will not help. If you've hidden icons they just need to be unhidden. Other icons can probably be restored via the App Loader.
You can certainly reinstall the OS. You'll need javaloader (Google for it and its instructions) and the handheld software for your 8310 and Desktop Manager installed on your PC.
