Well the 16 GB flash chip (and iPhone) just came out earlier this year. Moore's law stipulates that gate density in semiconductors doubles every 18 months, not every 6 months. So I wouldn't expect the next quantum leap (to 32 GB) until some time next year.

Nobody knows. There is no 32 GB iPhone and obviously AT&T hasn't decided how to handle upgrades whenever there might be one. Your guess is as good as any other. But if you're phishing for speculation, it's highly doubtful that AT&T will extend you a subsidy every 6 months or so.
