Making and receiving calls with WIFI

Ok, someone with more knowledge than me, that would include everyone on this forum, I need to know about the WIFI connection phones offer.
To put it simple, can I use the WIFI connection in my home to place and receive calls with one of the WIFI capable mobile phones? I dont want to use the carrier provided data plan to access the internet. I dont want to pay that cost when I already pay for my home ISP.
If it is possible, which phones can i use for this? And, will Alltel charge me a monthyl fee or usage fee to do it?
I live in an area that has very limited service and still have a long time left on my Alltel contract. If this is possible it will help me out a lot.

Any phone that has wifi capability and skype mobile software should allow this for free. Althought I can't speak on Blackberry.

You can try Fring (WM or S60 devices) to make free phone-to-phone voice calls using wifi.

If the phone has wifi you can technically visit any website out there that allows making calls. A lot of phones like the iPhone support Skype like stated above.
That will allow for free calling over Wifi.
