Web specific connection problem

I have a Treo 750 smartphone with AT&T service. A couple months ago (shortly after update to WM6) I became unable to load web pages in explorer mobile. I was still able to send and receive email (two different imap accounts) and the google maps application still worked fine. At first it seemed like a soft reset would make explorer mobile work again, but it didn't work all the time.
Getting frustrated, I downloaded opera mobile and transferred it to my phone and installed it. It worked fine, but web pages would still not load in explorer mobile. I assumed I had somehow screwed up the explorer install on my phone. I tried doing a hard reset to fix the problem. It didn't work. I lived with opera.
A couple days ago due to an unrelated hardware problem (mini sd card slot) I received a replacement phone from Palm. When it was booted up for the first time with my sim card and battery it suffered the exact same problem.
I tried calling AT&T tech support, but had to call from an AT&T store because my cell is my only line. I talked to the guy for a bit and we tried a couple things with no success. Eventually I was put on hold while he looked something up. After being on hold for 20 minutes I had to hang up because the store was closed.
Can anyone help? It's incredibly annoying to see Connecting..., Loading..., 0KB then the status bar disappear and be left looking at a blank page.
