You can use Windows 2000 infra-red port as serial port now.

Well, you only need to activate the fax/data service if you are going to use your phone as a modem.

Well, probably, but in Canada with Fido, you must have the Data option enabled on your account. Otherwise, your phone will dial and then hangup. Costs us about $5 cdn a month if I remember correctly.
Pretty evil to charge extra just to transmit data than voice if you ask me.
