Prepaid Europe Phone?

Hey guys.
My brother is going on a trip to Europe. He will be stopping in England, Amsterdam, Paris, and Israel. If he buys a prepaid phone, say from O2 or Vodaphone, will he be able to use it all these places and call the U.S.? Or will he have to buy a different prepaid one in every place?
Anyone have any good solutions?
