If I do a hard reset (since my touch screen is not working again), would i lose the nesfan ROM i installed?

No, your NSFAN's ROM will still be there, however everything else will be erased, such as contacts, photos and videos (except if they are stored on your storage card) and bookmarks. In order to change ROM's you need to flash your device, hard resetting it will not cause you to lose your ROM.
Remember to backup your programs and important data using ActiveSync or another similar program.
