I bought a second hand Pharos GPS Phone 600 just before Christmas and installed Garmin Mobile XT. It works totally independent of the cell phone. The reason I know this is because I used it for a long time with no SIM card even installed in it. You may find, as I have, that new unlocked smartphones are not cheap, although you may still be interested in a contract phone, but without the data plan. Anyway, most US carriers seem to limit the selection of handsets available to customers. You may find that you will have to buy something online. I also have heard that Dell will offer some new smartphones soon as well as some other companies.
