Battery not charging (P1i)

So every once in a while I put my phone in the stock docking charger. After a while I took it off and see that battery didnt charge a bit. I thought this was the battery problem so i bought a OEM battery on ebay, but that doesnt charge at all. 
The docking charger lights up when connected to the plug.
and the phone even shows the little battery icon getting filled up. But after a while i click to see the battery status it still shows 0.
I have tried blowing on the plates making sure it was the dust thats screwing me up. but, no.
any help? I am thinking the its the phone's problem??
